release: investigate discrete branches for patches for pure_docker release

Currently the pure_docker release mode for a specific customer lives on a long running chain of branches in the deploy-sourcegraph-docker repo. For some reason we overwrite the previous minor version branch instead of applying a new patch branch. This makes an already confusing process even more error prone, to deal with merge conflicts.
