release-guild: raise question the value of supporting pure_docker

We currently have a deployment mode that is only used by a single customer. The release process for this mode is highly error prone, and accounts for a substantial amount of the time during a release (roughly 50% on the 3.37 release). I'd like to raise the question about the value of this deployment option, and consider the prospect of asking this customer to use a more well supported deployment method.
