Introduce v1 of semantic searching

Problem to solve

Many users find our query language difficult to learn and so don't experience the full power of sourcegraph search.

Especially as we onboard cloud users and compete with GitHub, ease of use and result quality matter more than ever. It's possible that many cloud users will not be as expert as top tech company engineers, and search is not as accessible to them as it could be.

Measure of success

• A TBD% increase in the number of sucessful searches
• An increase in total searches of this new semantic type, relative to previous baselines for literal search.

Solution summary

We have done (and are doing) a few different experiments to find a path forward. A component of this roadmap item will be deciding on a solution, while the second part will be implementing an initial version of that solution.
