Create GCP machine image that lets us develop and test `executors` with ignite/Firecracker

Follow-up to #30479.

Problem: we didn't test changes locally with an environment that is close to production, but only tested on macOS machines, on which we can't run ignite/Firecracker.

Idea: create GCP machine image to get a dev machine on which we can build/run new executor code and test
