insights: Fix oob settings migration failure on deleted users/orgs

In 3.35, manual steps are needed if the migration tries to process a settings file for a deleted user or org. An admin needs to go in and manually mark those jobs as completed. Let's fix this to handle these errors by marking the job as completed as part of the migration itself.
