insights: Remove the settings file frontend checks preventing global dashboards for users of the new API who have locked down site settings

Previously, the restriction was that if your instance locked down site settings files and we couldn’t edit the global site settings, this option was disabled. It shouldn't be disabled in 3.35.1+, but it is still because we need to remove the frontend checks.
