insights: [spike] investigate global insights custom time windows

Now that we have an API to manipulate series, and have resolved the problem that a global series is uniquely identified by a hashed query string (and is now aware of time interval), explore how much effort it would be to support global insights (over all repos) with custom time intervals similar to frontend insights.
