executors: Allow to pull from sub-queues

With the introduction of fairness in worker queues, we will have the concept of "subqueues", ie. the batches/eseliger queue, which only contains all my jobs. We want to make it possible to target these queues specifically as well, so you can have an executor pool for your org/user only.
