executors: Track usage per entity in seconds

We want to be able to track usage of executors by user / org. Initially, just tracking run time seconds should be perfectly fine. We want to be able to use this data later then for fairness and abuse protection.

Example rule: at most 4 jobs concurrently, at most 1200 minutes in a week
