insights: FE can't add insights to dashboard with no insights yet

EDIT: This is actually a bug with the settings API

Trying to add insight to a new Org dashboard.

Reproduce

• Create new dashboard with org visibility
• Click either "Add insight" or use the context menu to "add or remove insights"

Expectation

Should see list of insights to add in the modal
