codeintel: Stop auto-indexing private repos

We are currently scanning private repos on Cloud, which we can't see as site-admins so it doesn't help us figure out what is wrong with the feature when it breaks. we should stick to site-admin-visible repositories for now until we hit a further beta or GA state.
