Deploy postgres exporter on Sourcegraph cloud

As we have a few good alerts and such in postgres exporter, but we don't run a pgsql pod in cloud, we want to have an alternative deployment of it, using a cloudsql-proxy sidecar, so we get the metrics in cloud, too.
