Non-User Onboarding test has been removed to unblock CI pipeline incident

In order to solve the incident #inc-2021-09-23-builds-failing-on-main it was necessary to remove a non-user onboarding test which was preventing builds to go green.

The test was manually QA'ed to make sure the current main branch isn't introducing a regression.
