executors: Add observability configuration to all deployments

Currently we scrape GCP and AWS machines from Prometheus on Cloud. Once we deploy to another environment we will not have any metrics able to power our executor dashboards.

Figure out how to move this configuration into the product, or at least document how to set it up by hand.
