Replace details "Spec" tab with "Specs" list of executions

Support querying all executions of a batch spec on a batch change over GraphQL
Replace "Spec" tab with "Specs", which lists all numbered executions from most to least recent with basic details about execution progress, number of workspaces affected, etc.
Highlight the most-recently applied spec, if applicable
