Create a batch change from the search result page

Context
We want to make all of our features more discoverable. This can start with improving navigation, before going to deeper end-to-end user flows. Integrating in search is a quick win.

Proposal
Add a way to create a batch change from a search query:
- open up batch change from the search result page
- automatically fill-in the spec with the search query
- if SSBC is not enabled, open up the src-cli modal
- pings are out of scope
