Updates to sidebar in settings

The current sidebar in the settings area wasn't really refined in the design process. I've created an updated component in Figma for the sidebar items called Nav List (it previously existed in Figma but wasn't quite finished), and added it to the sticker sheet with all of its states, and also created a new visual comp of a settings view with the updated sidebar.

Here's the sticker sheet for the Nav List component, which can be used as a reference for spacing and states.

These changes affect the user settings sidebar and the organization settings sidebar. The site admin sidebar is visually a bit different... I think I'll probably have to do a bit more work to handle the collapsing section headers if we're using the same components here.
