Code insights creation flow – handle disabled state if the user has no organizations

If the user isn't part of any organizations, the creation UI radio selector for "organization" behaves badly. We should disable it and explain to the user why with a tooltip when you hover over the disabled state + button.

The tooltip text can be something like "You're not a part of any organizations yet. Learn more about organizations"
