Add containers to code monitors

Code monitors needs updating to the new container layout system. This involves changing the following pages:

Index - A white content container will wrap all code monitors. Code monitors should have their outlines removed
Getting started - the two main cards will adopt a white bg
Create/update page - a white content container will wrap the entire form. Form summit elements will appear outside of the container.
