User pages show 404s

Root user pages show 404s. E.g., visit https://sourcegraph.com/users/dadlerj

This normally isn't an issue—it's impossible to land there by clicking on the user menu in the top-right, and there's no tab for that page from the user settings page.

But, the site-admin/users page does link to these pages. E.g. visit https://sourcegraph.com/site-admin/users and click on any username, and you land there.

Easy fix: just have those links go to the /settings page instead?
