Hover tooltip shows up seemingly randomly

I recorded the following video after the hover for ioutil.TempFile showed up and then disappeared. I opened the console's network tab to see if I can debug this (not remembering that the extension doesn't log in there).

If you watch the video you'll see me trying to get the hover over ioutil.TempFile to show up again. It doesn't until 24s in the video when it shows up again:

I've ran into variations of this a lot in the past and it's really frustrating because it gives me the feeling that I can't rely on hover tooltips to show up.
