Failed LSIF uploads not reflected in uploads UI

If uploading an LSIF dump fails to e.g. save to S3/Minio, the UI for uploads doesn't reflect this, indicating that it's still in uploading stage. Came up in a customer issue when their minio disk was at 100% capacity.

Possible action items:

1. Surface metrics for LSIF upload success/error rates
2. Reflect failed uploads in the UI
