Wrap file actions in the menu for <=M screen sizes

Description

For screens <= M (764px), file-oriented action should be wrapped in the three-dots menu to free up more space for the file directory.

Design details

• menu icon: mdi:dots-vertical
• menu closed
• menu open

Important notes:

• icon and label for enabling/disabling line wrapping should change depending on the active setting. This behavior is currently implemented, it should be the same inside the menu.
• when the menu is open - the three-dots icon should change color to $link-active-color
