codeintel: gitserver and commit graph updater alerts fire frequently

Temporarily silencing the following alerts until we have the time/bandwidth to address the underlying issues:

"warning_frontend_codeintel_commit_graph_updater_errors",
"warning_frontend_codeintel_gitserver_errors"

Current theory is related to force pushes removing commit refs from the tree that we still hold reference to outside of gitserver.

codeintel_commit_graph_updater_errors was added yesterday, and the current threshold causes a lot of noise in dotcom
