Mark worker records that exhausted retries as failed

As said in the PR description of https://github.com/sourcegraph/sourcegraph/pull/15972

This PR does not change the behaviour of the workers to mark jobs that have exhausted their retries as failed. That could be a future improvement.

we should do that so the UI does correctly represent this state as well.
