Create a new GCR repository for releases

We want to create a separate mirror for our release and insider images. This repository must be a separate one from our existing CI and internal repository.

Tasks:

• Create a new GCP project
• Create a new GCR repository
• Grant the CI service account and all Sourcegraph permissions permissions to push
• Grant public pull access
• Document the repository
