Integration test for references

We should add an integration test for an extension with a reference provider, testing that the panel opens correctly. This would prevent bugs like https://github.com/sourcegraph/sourcegraph/issues/15618 and make sure we don't regress in future changes (e.g. RFC 155 refactors).
