Search users by email address

Our site-admin > user search input currently only searches by username. This makes it quite painful to find users on Sourcegraph.com (note that most self-hosted instances use SSO, which automatically makes the username equal to the email, so this is mostly relevant on Sourcegraph.com).
Low priority/urgency, but would be nice to have.
