release: explore using campaigns to manage release PRs

Today, our release tooling generates a number of PRs. I think it would be cool to import those as a Sourcegraph campaign on k8s.sgdev.org, which supports importing changesets, to give release captains an overview of release PRs statuses and a place to merge them all at once. This campaign would be generated automatically by the release tool, so hopefully it's all reasonably seamless.
This is a bit of an exploratory task I want to try out, capped at maybe ~1 day, since it would be cool to get us using campaigns and k8s.sgdev.org
