Extensions receive the same text content for the first two opened documents

Extensions receive the same text content for the first two documents a user visits. Everything about the second ExtensionDocument reflects the second file other than text.

This leads to bugs in extensions that refer to ExtensionDocument#text to determine line decorations, such as sourcegraph/datadog-metrics, or the WIP Snyk extension.

Datadog metrics extension

File with statsd calls. Works as expected
File without statsd calls, but has the same line decorations has the first file

npm-audit extension

When App.js is the first document opened. Works as expected
When client/src/Home.js is the second document opened
When client/src/Home.js is not the second document opened
