Write RFC to remove the bundle manager service

Before doing anything else in the related tracking issue, write a quick RFC to ensure that I'm not missing anything major here. There might be some details with S3/GCS or deploying minio in a cluster environment that I'm not seeing and these should be out in the open before we get too far along.
