RFC 235: Document minimum time required to be spent in 3.21

We need the users to spend at least as much time in 3.21 as it takes to migrate all of their SQLite data into postgres.

• Create a distinct, self-documenting log message
• Call out this message in the docs (along with a fallback way to check for running services)
