tracking-issue: Display partially nested items

The current behavior of nesting tracking issues doesn't work unless they are tagged in the same milestone. A feature tracking issue should not be required to be tagged in the same milestone as the parent as long as they share some issues/prs that are tagged in the root tracking issue's milestone.
