codeintel: No longer able to upload repos which are currently cloning

Steps to reproduce:

add a new repo to the sourcegraph instance, and then run src lsif upload against that repo before sourcegraph finishes cloning it

Expected behavior:

the lsif index is uploaded successfully

Actual behavior:

src-cli returns failed to enqueue payload: pq: new row for relation "lsif_uploads" violates check constraint "lsif_uploads_commit_valid_chars"
