RFC 201: Add auto-configuration to src-cli

This is part of RFC 201: Auto-indexer build configuration.

Extract the logic to detect an index configuration from repository contents introduced in https://github.com/sourcegraph/sourcegraph/issues/13897 into an external library, and make a command in src-cli that will provide the same data.
