RFC 235: Configure connection to codeintel database

This is part of RFC 235: Move LSIF data to Postgres.
Update the database utilities to connect to either the existing frontend database or the code intel database. Connect to the code intel database as well as the existing frontend database from the following services to ensure that environments configured in https://github.com/sourcegraph/sourcegraph/issues/13883 were done so correctly.
