RFC 199: Build indexer service

Split the portion of the current precise-code-intel-indexer that runs lsif-go into a separate service as described in RFC 199: User code execution in the auto-indexer. For the first pass, this should simply subprocess docker so that we can test in dev, then later add a shim to use firecracker instead.
