Site admins will not receive critical alerts if permission syncing is too slow

There is a Permissions dashboard in Grafana which includes information on how slow permission synching is:
There is no critical alert for these, meaning that if permissions are synching too slowly site admins would not be notified and Sourcegraph may be unusable for some users.
This is particularly worrying for some code hosts where customers apply their own rate limiting - for example with Bitbucket Server some customers have custom modules which apply rate limits on the Bitbucket Server side which Sourcegraph is subject to (perhaps even when we are running as a plugin in Bitbucket Server)
