No personal okrs

I tried personal OKRs in Q4 last year and did not find it to be effective. Understanding career goals is important, but personal OKRs are not the right format for those, and any other kind of personal OKRs are really hard to align with team level OKRs. This tension is similar to why we removed a lot of engineering OKRs and focused on product OKRs.
