Campaign actions final GQL schema

Closes #9260

Pulled this out of the #8574 PR and started work on better documentation of the values. Next goals:

  • Identify necessary fields to cover most useful use-cases for a while to keep it quite stable
  • Perhaps also add a DB migration as well, to alonghand document the to-be state of that schema as well. I think that would simplify discussions on this topic.
