executors: Keep base images up to date

Administrator requested to merge executor-patch-notest/es/update-base into main

This PR ensures that we always build executor VMs based on recent source images, so that we don't have to worry about upgrading them once in a while (which, so far, we forgot :D).

Test plan

Verified the images work on k8s.
