Lighthouse: Run jobs synchronously

Trying to debug some strange flakiness through Puppeteer errors in Lighthouse. Updating this to run entirely synchronously to narrow down the errors

About 1min 30 seconds slower, but still much faster than the Chromatic step (~10 mins vs ~16mins) so not blocking this pipeline in any way.
