frontend: add hidden zoekt interface to /-/debug/zoekt/

This will use our horizontal searcher to search over all zoekts. This is a useful way to test zoekt without the Sourcegraph layers.

Got this idea after @rmmh PR to add index bytes to the zoekt web view. We should now be able to see the biggest repos via this interface across the whole cluster.
