Code Insights: prep for insights dashboards

Background

This PR adds a blank dashboard page under the codeInsightsDashboards feature flag.

Dashboard page eventually will replace insights page but now while dashboard functionality is going we should support insights page. You can find dashboards story here https://github.com/sourcegraph/sourcegraph/issues/22215
