Add Sentry to the browser extension

This PR adds Sentry to the browser extension for error reporting. It is defaulted to off and can only run within the browser extension (i.e. not in-page integration such as Phabricator). To enable error reporting, you must open the options menu and check the box under settings for error reporting.
