RFC 697: Run data migrations over multiple versions in the `migrator`

#39265 provides infrastructure to fix #38048 (closed), but the ability to run out of band migration logic in the migrator is blocked by #38094 (closed). This issue tracks work for completing the remaining upgrade behaviors (in the presence of deprecated migrations).
