Reattaching a changeset doesn't show action

When a changeset is "reattached",

• No Action is displayed for Actions
• The stats (added/removed/modified) show no changes

Done

• Add a new no-op actions called "reattach"
• Display the reattach action for Actions
• Update the delta API to return stats when a changeset is reattached
