The buildkite gcloud user requires to be an admin on CloudSQL to be able to drop/restore the databases

Related to https://github.com/sourcegraph/deploy-sourcegraph-cloud/pull/16249, the Buildkite user needs to be able to create / drop cloudsql databases on the preprod project.
