RFC 624: (M3) Replace Go code

Implements a portion of RFC 624: Configurable auto-indexing recognizers.

Replace uses of the recognizer package with the sandbox implementation introduced in #33041 (closed). Do not finalize until after #33044 (closed) has been merged to ensure we don't accidentally increase load on gitserver with no safeguard.
