New reference panel: Allow users to collapse/uncollapse all lists (so it's easier to work with cross-repo references)

Right now it's possible to have refernces in multiple repositories and implementations in multiple repositories. We only allow collapsing on a per-repo basis though, which means that one would have to click a lot to collapse all references
